The messanger arrived in Mittelmarch, he carried the banner and seal of the emperor himself. His crimson armor reflected the bright sun, adding to his bearing. The guards made no attempts to stop him as he made his way through the town on his way towards the main hall. He spit in disgust at the sight of the non-humans that made their way about the town as if this was still their town.
The messenger entered the hall, seeing General Shatar sitting at the end of the table, conversing with his captains. He watched with bile in his throat as a dwarf wearing the Jovian crimson came in to deliver a report to his captain and left. The captains moved away from the General as the messenger moved towards him.
"General Shatar, the Emperor demands your presence!"

Two weeks prior
The scene was the same as countless others had been for weeks on end. Another caravan carrying supplies from Mittelmarch to the Emperial capital had been attacked. The caravan guard had all been killed, this time, from the look of it, orcs, as their were a few of them pierced by Jovian arrows and steel laying around.
The fall of Mittelmarch had given the Jovians access to huge stores of supplies, prodomiantlly food, which the Jovians were quickly finding themselves running out of, due mainly to their current inability to tame the lands around the empire proper.
For the first few weeks, everything seemed to run smoothly, even with the snow that quickly followed. The caravans full of supplies quickly sated the hunger of the capitol's population. But then the attacks started. Over the course of the next 10 weeks, hundreds of caravans left Mittelmarch for the capitol, but only a couple dozen had made it. The first attacks drew the attention of Jovian Guards quickly, as no bodies of attackers were found. So, the caravans were added additional guards.
The attacks did not stop, though, at least this time, bodies were showing up. At first, the bodies were humans, bandits and thieves that had been a threat to Mittelmarch before the Jovians ever appeared. Some thought that the Shogunate may have been to blaim, until survivors of an attack said that they had been attacked by gnolls and orcs.
The loss of Jovian lives was now pushing over 1000 in the caravan attacks, and the citizens in the capitol found themselves now starving from a lack of food.

Present day, Emperor's throne room
Thrawn paced his throne room, his anger and fury seeming to visablly pour out of him. The hall was litered with the bodies of several servants and captains that had told him displeasing information, and no servants came to clear the bodies, fearful that they may be next.
The Emperor waited for the only person that he could think of that has truly failed to protect the supply lines, Shatar.
