the Olympic forum brought up a good point. should we allow younger participants if they can prove they can handle it and be safe? Could there be a proficiency test to be approved to say if yours 15 sturdy skilled and strong? i am interested in this because sometimes there are questions about certain individuals. Any ideas?

Your not going to change the rules for events (fyi), at least not without changing some state and federal laws. And for practices it's up to A) an experienced (in years) Dag fighter on the field, or B) the person running the practice. That's not to say said underage individual won't find someone willing to spare with them.

The age requirement only applies to national events, ie Ragnarok and Badon Hill. Local events age limits are up to the host realm.
As far as minimums for practice, it is left up to the hosting realm to decide that as well. It is usually determined by size and physical ability to "hang". That's something your group needs to discuss and decide what age is your cut off.

practice: it depends on the situation as was stated earlier, but we usually take younger people on a case by case basis, aka if a twelve year old wants to fight, we will usually pull them off to the side to spare with them, but we may or may not allow them on the field for a multi-person battle
Events: we follow the national rules for this if their parents are not in attendance at the events, if they are we will allow those under 16 on the field with the parents express permission

When did the age at MM change to16? I know it's been 14 in the past with parental permission, but perental permission always have to be given until the person is 18. Or else Goblin and Chem couldn't have fought at the O's for several years.
