i've never seen a full scabbard for a dag sword, but as far as i know there's no rule against it. Most people i know who have something usually just make a simple leather frog since its easier to draw on the field and you dont have to waste leather.

well i would have my weapons in my obi, but when i take them out my obi would probably loosen soo much it would fall off. the sheath would keep the tension.

sounds good. The only rule I've found on scabbards is this:
3.8.2. If a blow strikes a sheathed weapon (i.e., one that is hanging from your belt or over your back), the attack is considered to have hit you anyway. A weapon must be in your hand to intercept an attack.

though i dunno why you'd want a cloth scabbard. anytime your weapons not in it its just gonna look like a giant sock flapping about at your side.

did i say cloth? no. all i need is a frog at minimum but it must be rigid. I don't want my clothes falling off when i draw my weapon. Get a belt or rope and tie it around your waist. stick two swords in it and tie it tight. pull them out and see what happens

Really sounds like a pain in the ass in my opinion. Though I have seen people use a frog.
