sort of...
So how does one find a happy medium between Zaron's flatless blue and the amtgard weps? I know there's the blue sword that was bought at celebration, i think it's Nichtmars, how do you make something like that?

I don't know where they got the foam but it's black and thin and they just wrapped it around the core, but I mean I guess a fun noodle would work but it'll probably break down quickly. The people at edhellen are pretty cool, maybe email them and ask em?

I can help with this one. to make it smaller like Nichtmar's you are going to need driveway markers or some other thin core. I use a basic pommel style construction for them, wrap one layer around the core followed by a cap of blue Foam... do this 3 times for a blue, for a green, you can use the grey computer packing foam, about 2-2 1/2 inches thick instead of the last blue cap.

One of the guys in our group (Makoto) uses pool noodles for all his weapons and they end up with a very lightsaber-esque look. They've lasted well so far and dont sting when they hit.

they are found in the hardware department at Home Depot and come in 4 ft lengths, they are made of fiberglass, but if you use them for anything above about 30" they will flex, so you will need multiples. they run about 2$ each so depending on what exactly you are looking for, you may want to try something else, but to answer your question, pvc will work fine, just remember, the thicker your core, the bigger the weapon will be, but since you asked about making them narrower, I gave the example.

That's kind of like what I have (PVC + pool noodle = quasi-weapon). Could I use that at practices?

Alot of the time just the pool noodle doesnt provide the best of padding. What you can do is strip down two of the side so it takes me of a blade shape and put usually one to two strips of camp foam over it. Not only do you save on foam, but its quicker, gains more of an aerodynamic shape, and hurts alot less, unlike some of the plain noodle weapons in case you ever want to modify your practice weapon.

I'm regluing my pommel style lightsaber, the first layer was just taped. it worked out pretty well until the blade started sliding off the core

Never mind. I was practicing with my brother and wouldn't ya know it? The core snapped! So I built another "lightsaber", this time with a broomstick as the core. Don't know if it'll pass weapons muster, though.

Just so you know for future reference, if you used a wooden handle, it needs to be taped (so that when it breaks it doesnt splitter all over) and that if its a metal core its illegal, you have to watch out for both of these at an event, because it can seriously get you in trouble.

I would advise getting a pair of PVC cutters. They're about $8, and the time and effort you'll save are way worth it.

What about using a noodle then just wrapping the noodle with a layer or two of blue camp foam? Is that gonna be legal at events?

Yeah, but I deffinately advise building weapons without the use of fun noodles. They work, but the technigue used for building swords with strips of blue can be used for many other weapoms/shields.
I have nothing against pool noodle weapons.
I just preffer the traditional blue campad weapons.

Using a noodle wrapped in blue foam works fine for a speedbat or the like. Just be advised that it will break down faster than straight blue foam, and the bigger and heavy the weapon the faster this will occur. So it's a balance you have to weigh in your mind between ease of contruction and longevity.
I have use both methods and I tend to choose on a per weapon and the amount of use it will see basis now.
