A friend of mine made a shield but covered it in duct tape. He wants to know if he can make a cloth cover over the shield and it still be okay?

That'll depend on the shield itself. If it's soft enough, then it should be fine. There aren't a lot of set requirements in shield making. Have him bring it out to a practice with me or one of the other well experience Dagorhirrim and we'll check it out.

4.7 - Shields: hide 4.7.1 - Shields must be safely padded on the front and all edges. Any dangerous protrusions (bolts, handles, etc.) on the rear must be taped and/or padded for the user's safety. 4.7.4 - A shield may not be taller than the distance between the wielder's chin and their ankles, nor wider than 3 feet. 4.7.5 - The minimum diameter of a shield is 12 inches. 4.7.6 - Shields may be virtually any shape, but must have handles and/or arm-straps. If a shield is made to strap onto the body and has no means to carry it on the fighter's arm, it is not allowed. As with all weapons rules, Weapons-Checkers and Heralds have the final size in determining what is a shield versus what is armor. 4.7.11 - Shield “spikes” are for ornamentation only and do no damage. These are the official shield-making rules. All of them. In Dagorhir, you don't need a cloth cover on a shield for it to pass, it just looks a lot better than a bunch of duct tape. Like MacDimm said, shields are easy to get to pass, just make em softer than bricks. ~Frothy

It would be very difficult to get a shield passed without some sort of cover though, for the same reason weapons tend to sting if they have no cover. Although I have seen shields covered in latex or plastidip.

Most people aren't too concerned with shields stinging though, since you don't swing them. ;D I'm just saying that there's a chance that it can pass....I mean, if the late Dhugal's shield can pass while being (from what I remember) made of STONE, then I think a otherwise soft shield covered in duct tape might pass. But yeah, it would be hard.
The only things you need to watch with duct tape, is that you don't want it too thick, because yeah...after enough layers, it doesnt matter if your shield was pure pillows.
Also, if the tape sticks to itself, it'll form ridges which can hurt to get grazed by.
AFTERTHOUGHT: If you put a cloth cover over it even with the duct-tape...theres a really good chance noone would even notice or care if there was ducttape on the shield face. This would most likely be your best option Balfur. So to answer your question, most likely yes.

For the record, my shield gets swung, a lot. But that's just part of my style Yeah, can't hurt to cover the duct tape with cloth.

i've yet to see a shield get swung with the same kind of force, in as concentrated a manner as a sword. That said duct tape on shields is not usually a big deal. Much larger area for the force to pass through.

You've also never tried to take my weapon from me while I was carrying my strap shield In extreme cases, it's definitely become a boxing glove before.
